Job Summary

The IT Operations Manager provides strategic and hands-on leadership for the Court’s internal IT operations. This role is responsible for overseeing all internal systems and support functions. The IT Operations Manager supervises the Technical Services Team and ensures that day-to-day IT services are responsive, secure, and aligned with the needs of all Court departments.

This position requires strong technical expertise—particularly in Microsoft technologies, Active Directory, and VMware—and a demonstrated ability to lead process improvement initiatives, develop professional documentation, and foster effective cross-departmental collaboration.

Technical Operations & System Administration

  • Oversee daily operations of IT infrastructure, including servers, networks, cloud platforms, and applications.
  • Manage and maintain Active Directory (user provisioning, group policy management, access controls).
  • Ensure performance, security, and reliability of IT systems and infrastructure.
  • Manage hardware/software installation, configuration, and upgrades.
  • Maintain data backup and disaster recovery strategies.
  • Coordinate closely with County IT staff to support network connectivity, infrastructure changes, and shared initiatives.

Leadership & Supervision

  • Supervise and support the Technical Services team, ensuring high-quality service delivery, mentoring staff, and managing workload and priorities.
  • Serve as the primary escalation point for complex technical issues and support requests.
  • Promote a collaborative and service-focused team culture.

Process Improvement & Documentation

  • Create, update, and manage comprehensive IT policies, procedures, and technical documentation.
  • Develop and lead process improvement initiatives that streamline workflows, improve technology adoption, and ensure operational efficiency across departments.
  • Act as a liaison and consultant to other departments, helping them leverage technology to meet strategic and operational needs.

Service Delivery

  • Ensure timely and professional resolution of help desk tickets.
  • Analyze support trends and work with the team to improve issue resolution and reduce recurring problems.
  • Maintain a high level of communication with court staff, fostering trust and transparency.

Supervisory Responsibilities

Has supervisory accountability for other employees, volunteers, or interns.  Plans, directs and coordinates activities for a unit.  Duties may include scheduling and assigning of work, training in all facets of work, quality control, and decisions impacting the pay, status and tenure of others.  Conducts performance evaluations, provides input into and participates in discipline, dismissal, and hiring processes, and is accountable for editing timecards for assigned staff.

Standard office equipment and office technology such as copy machines, personal computers and telephones.

Confidential Data

All court-related information regarding hearings, etc. that the employee may come in contact with by working in the facility.

Working Conditions

Works in a general office setting with moderate noise levels.

Usual Physical Demands

While performing the duties of this job, the employee is required to sit, to speak clearly, and to hear.  The employee must occasionally lift and/or move up to 50 pounds.  Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception, and ability to adjust focus.

Knowledge, Qualifications, Skills, and Abilities

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.  The requirements listed below are representative of the knowledge, skill, and/or ability required. 

 

Significant experience in IT operations or systems administration, including leadership responsibilities. Expertise in: Active Directory and Group Policy; Microsoft 365 administration; VMware management and troubleshooting; DNS and API management. Excellent technical writing and communication skills for documentation, policy writing, and interdepartmental collaboration. Ability to work effectively with both technical teams and non-technical stakeholders. Preferred skills include: Background in a court, government, or regulated environment; Familiarity with ITIL practices or formal service management frameworks; and Project and contract management.
 

Education and/or Experience

Bachelor’s Degree in information technology, computer science, or related field or any equivalent combination of training and experience (one year of college equals two years of experience)

AND

Five (5) years of experience performing information technology systems management with three (3) years in a leadership capacity.
