Job Summary

Magistrates are non-elected judicial officers who are appointed by the Administrative Judge of the Juvenile Court. Magistrates conduct proceedings precisely as a Judge would, but certain rulings must be reviewed and adopted by a Judge. The Chief Magistrate’s primary duties are supervising approximately half of the Juvenile Court’s magistrates, serving as a resource for docket coverage, and supervising Judicial Legal Counsel and the Court’s Mediation Department.

 

Essential Duties and Responsibilities

Responsible for the direction and administration of the Magistrates not assigned to the Judges and their dockets.

Responsible for the direction and administration of the Court’s Mediation Department from an executive management level.

Serves as the emergency/relief Magistrate for Judges’ and Magistrates’ dockets. Conducts both in-person and remote court hearings of various types; informs and advises parties of legal rights and alternatives; administers oaths; operates recording devices; orders clinical evaluations; and confers with individuals before recommending final disposition for the Judge’s approval.

Delegates and coordinates work, plans and implements objectives and organizational goals. Evaluates, directs, and monitors performance of assigned staff. Develops and maintains standards of practice.

Responsible for supervising, conducting, and coordinating legal research and education at the Court. Drafts subsequent opinions and memorandums of law.

Conducts meetings with Magistrates and other departmental meetings.

Manages the Court’s On-Call Telephonic Hearing Process. Produces and maintains the scheduling of Magistrates and their weeks of service as the Court’s Telephonic Hearing Jurist. Trains the Magistrates to serve as On-Call Magistrates and to issue Telephonic Orders of Removal pursuant to O.R.C. § 2151.31 and Juv. R. 13.

Trains Magistrates in the following primary practice areas: Traffic, Parent-Child Relationship and Child Support Establishment, Child Support Enforcement, Private Custody, and Emergency Custody filings.

Responsible for chairing the Court’s Local Rules Committee, maintaining the Committee’s records (e.g., meeting minutes) and submitting all required filings pursuant to Sup. R. 5.

Recommends changes and assignments of Magistrates as required by docket trends, including recommending policy and procedure changes.

Performs other duties and responsibilities as assigned.

 

Supervisory Responsibilities

Has supervisory accountability for other employees, volunteers, or interns. Plans, directs and coordinates activities for a work unit. Duties may include scheduling and assigning of work, training in all facets of work, quality control, and decisions impacting the pay, status and tenure of others. Conducts performance evaluations, provides input into and participates in discipline, dismissal, and hiring processes, and is accountable for reviewing timecards in Kronos for assigned staff.

Standard office equipment and office technology such as copy machines, personal computers and telephones.

All court-related information regarding hearings, etc. that the employee may come in contact with by working in the facility.

Working Conditions

Potential exposure to hazardous situations that may occur in the court environment. Must be able to tolerate exposure to evidence and testimony that may be disturbing; clients who may potentially be verbally or physically uncooperative; allergens, such as perfumes and dust. Works in a general office setting with moderate noise levels. May be subject to interruptions, quick deliverables, and changing work deadlines. Availability may be required beyond standard (8:30 AM – 4:30 PM) work hours.

Usual Physical Demands

While performing the duties of this job, the employee is required to sit, to speak clearly, and to hear. The employee must occasionally lift and/or move up to 10 pounds. This position is subject to many interruptions and may be required to handle multiple calls and inquiries at once.

Knowledge, Qualifications, Skills and Abilities

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

 

Excellent interpersonal skills required to communicate effectively with judicial officers, counsel and parties having business with the Court. Ability to analyze and evaluate testimony and evidence and to make objective and fair determinations. Ability to problem-solve and deal with the stress of a high volume docket. Ability to prioritize and manage time effectively. Knowledge of the Ohio Revised Code, the Ohio Rules of Juvenile, Civil, and Criminal Procedure, the Ohio Administrative Code, the Ohio Rules of Evidence, and the Rules of Superintendence for the Courts of Ohio. Must possess knowledge of and the ability to comply with the Ohio Code of Judicial Conduct and the Ohio Rules of Professional Conduct. Ability to establish and maintain congenial work relationships with Court staff, attorneys, and the public. Ability to communicate effectively and courteously orally and in writing. Ability to preside over various juvenile court case type dockets. Must be able to become proficient in using the Juvenile Court’s case management system. Ability to become familiar with community and other resources available.

Education and/or Experience

JD degree

AND

Minimum of five (5) years of trial, litigation, arbitration, and/or magistrate/judicial experience as an attorney (juvenile division cases preferred). This experience must include a minimum of one (1) year of demonstrable leadership experience or direct supervisory experience.

Licensure or Certification Requirements

License to practice law in the State of Ohio.
