Job Summary

The Program Planner will coordinate communication between Court personnel and contracted service providers, addressing program issues and ensuring data collection for quality assurance. Maintains regular monitoring of youth serving programs for adherence by conducting program site visits and record reviews. Will supports the PTQA Unit in the training development for probation staff, aid in contracting processes, and maintaining information management databases and program updates.

Essential Duties and Responsibilities

Coordinates activities which support the management of the youth programs funded by the Court in collaboration with the Programming, Training & QA Unit.  Supports the communication flow among Court contracted service providers and Court personnel. Assists in resolution of program issues. Completes data collections and analysis for internal quality assurance benchmarks.

Conducts monitoring of contracted youth services to ensure contract compliance and adherence to the proposed service models and methods.

Conducts monitoring and review of program model adherence for all internal Court programs and/or projects. Assists in resolution of program issues.

Assists in the retrieval of statistical data for use in reports and evaluation materials. Collaborates with researchers from various universities to identify and collect variables for research needs.

Assists with implementing and updating mechanisms to evaluate contracted agencies and internal programs and projects. Participates in site visits of contracted and internal programs, including review and approval of all records, statistics and case documentation.

Aids in the development and utilization of community-based services by Probation Officers and Intervention Center staff.

Works directly with Intervention Center staff to develop systems of monitoring performance and ensuring best-practice standards are being met.

Supports the PTQA Unit in responding to service needs and information needs of the Court, contract agencies and the community. Assists in providing program updates to Court staff and to the community, including, but not limited to, quality assurance profiles.

Assist with the maintenance and design of databases for information management. Prepares program management information reports as needed.

Participates in the contracting process for specific Court services as assigned by supervisor. Assists in the development of Court RFPs, amendments and contracts from internal identification of service needs all the way through final County Government contract approval.  Includes but is not limited to: writing RFPs, meeting with vendors, evaluating proposals, and writing contract scopes of work.

Assists with processing program referrals. Assists the retrieval of statistical data for use in grant reporting and evaluation materials.

Assist in needs assessment, satisfaction surveys, information and report preparation for Court-wide strategic planning efforts.

Assists PTQA Unit in developing training modules for probation staff.  Assists in the training of Probation Officers any other training needs, including program availability and appropriate youth referral. Assists with the external training needs of the Probation Department.

Performs other duties as needed.

Supervisory Responsibilities

Has no direct supervisory responsibility for staff members.

Equipment Operated

Standard office equipment and office technology such as copy machines, personal computers and telephones.

Confidential Data

All court-related information regarding hearings, etc. that the employee may come in contact with by working in the facility.

Working Conditions

Works in a general office setting with moderate noise levels.

Usual Physical Demands

While performing the duties of this job, the employee is required to sit, to speak clearly, and to hear. The employee must occasionally lift and/or move up to 10 pounds.

Knowledge, Qualifications, Skills, and Abilities

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.  The requirements listed below are representative of the knowledge, skill, and/or ability required. 

 

Must be a self-starter with the ability to work independently and meet deadlines. Must make good use of time; ability to maintain confidentiality; establish and maintain positive working relationships with Court officials and the public; effective oral and written communication skills, including skills in interviewing, report writing, and synthesizing information; ability to work with numbers, including basic understanding of arithmetic, statistics and financial records. Must be computer literate – proficient in MS Word, Excel, and ability to acquire knowledge and use of Access and Court’s MIS. Internet research skills, knowledge of contract administration.  Demonstrate knowledge of risk levels, criminogenic needs, the juvenile justice system, case management, assessment tools, behavioral contracts and program models. Proven record of discretion and diplomacy; make use of supervision; must be culturally competent; flexibility in work hours to accommodate program needs including, but not limited to, out-of-state travel, program monitoring and observation, and youth and staff interviews on an as-needed basis,.

Education and/or Experience

Bachelor’s Degree in Social Sciences and/or Public Administration such as a degree from an accredited school of social work, public administration, psychology, sociology, corrections or related fields. Master’s Degree preferred.

AND

Five (5) years of related work experience.

Licensure or Certification Requirements

Must possess a valid Ohio driver’s license and maintain valid automobile insurance, with a clean driving record and ready access to a safe functioning automobile.
