Job Summary
The Contract Specialist develops and coordinates the procurement of contracts for the Court. This person will serve as point person with vendors while providing fiscal oversight and monitoring contracts.
Essential Duties and Responsibilities

Prepares and processes Requests for Proposals (RFPs), contracts, agreements and amendments for services and programs for the Court; conducts pre-proposal conferences for RFPs; participates/leads RFP review/evaluation teams; assists in the development and negotiation of Memorandums of Understanding (MOU’s), contracts and amendments; monitors and tracks progress of contracts/amendments and their history; utilizes electronic agenda management systems to request and submit contracts/amendments; presents contract/amendment requests for board approval.
Acts as the vendor liaison to ensure all requirements and procedures are met; reviews and ensures receipt of accurate required documentation, such as licenses, certifications and insurance; maintains current records and documentation of vendors; confers with vendors to resolve issues and concerns.
Identifies and responds to all contract service and information needs; assists various Court departments by evaluating and planning best method of procurement of Court’s services and goods; oversees work plans to develop and manage procurement calendar/schedule; keeps various County and Court departments informed on the contract process/status.
Plans and conducts contract monitoring duties to ensure continuity of services; reviews and enters information into various databases and software programs to analyze and report findings; researches and retrieves contract compliance information from various government databases; assists in the development of contract strategies, policies, and procedures to improve processes; maintains up to date knowledge and training of county procurement and contracting policies to ensure purchasing compliance established by the State, County, and Cuyahoga County Court of Common Pleas, Juvenile Court Division.
Assists Court’s departments to develop a budget with the awarded amount from the contract; ensures that budget line items are compliant with contract; makes recommendations based on budget analysis on amount to be awarded when contract is being amended; makes recommendations to adjust budget based on contract spending analysis.
Performs other duties as needed.
Supervisory Responsibilities
Has no direct supervisory responsibility for staff members.

Standard office equipment and office technology such as copy machines, personal computers and telephones.
Confidential Data
All court-related information regarding hearings, etc. that the employee may come in contact with by working in the facility.
Working Conditions
Works in a general office setting with moderate noise levels. May be subject to interruptions, quick deliverables, and changing work deadlines.
Usual Physical Demands
While performing the duties of this job, the employee is required to sit, to speak clearly, and to hear. The employee must occasionally lift and/or move up to 10 pounds.
Knowledge, Qualifications, Skills, and Abilities
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
Must be a self-starter with the ability to work independently and meet deadlines. Must make good use of time; ability to maintain confidentiality; establish and maintain positive working relationships with Court officials and the public; effective oral and written communication skills, including skills in interviewing, report writing, and synthesizing information; ability to work with numbers, including basic understanding of arithmetic, statistics and financial records. Must be computer literate – proficient in MS Word, Excel, and ability to acquire knowledge and use of Access and Court’s MIS. Internet research skills and knowledge of contract administration required. Demonstrate knowledge of risk levels, criminogenic needs, the juvenile justice system, case management, assessment tools, behavioral contracts and program models. Proven record of discretion and diplomacy; make use of supervision; must be culturally competent; flexibility in work hours to accommodate Court needs including, but not limited to, out-of-state travel.
Education and/or Experience
Associate’s Degree in Business Administration/Public Administration/Social Services Administration or related fields, or equivalent related work experience. (2 years of related work experience is equal to 1 year of education. Related work experience is in contract management/administration/compliance, fiscal services, program/project management and/or purchasing.)
AND
Three (3) years of work experience, preferably in contract management/administration/compliance, fiscal services, program/project management and/or purchasing.
Licensure or Certification Requirements
Must possess a valid driver's license and continuously maintain automobile insurance in compliance with state law, with a driving record acceptable to the Court's current policies. Must have ready access to a safe functioning automobile with valid registration and insurance.
Any position which requires operating a motor vehicle as an essential duty of responsibility of the position will be subject to a driving record check through the Ohio Bureau of Motor Vehicles. Applicants are required to provide their driver license number upon request. Applicants who possess a driver’s license from a state other an Ohio, or those applicants who have possessed an out-of-state driver’s license at any time during the five years prior to review, must provide a certified copy of his or her out-of-state driving history for at least the five years prior to the review of the applicant’s driving qualifications.
