Job Summary

The primary function of this role is to process invoices and review all spending related to services under the Programming, Training and Quality Assurance unit. For each invoice, this individual will review for correctness, post the spending to an internal ledger and monitor the posting to our accounting system. This individual will also complete and submit all financial reporting related to spending under grant funded programs. This role also assists in the development of budgets for grant proposals and the distribution of incentives to probation departments. Ideal candidates possess effective communication skills, experience with invoice or payment processing, and accurate reporting skills.

Essential Duties and Responsibilities

Responsible for the financial management of grant funds.  Facilitates and manages the preparation of grant budgets, grant reimbursement requests, grant budget revisions, grant fiscal audits, and grant financial reports in coordination with the Fiscal Resources Unit.

Develops and maintains grant funding calendar, including submission deadlines for applications and reporting requirements.  Maintains up to date knowledge of funding from federal, state, and local programs that are relevant to the Court and Court programs.

Develops and maintains grant ledgers for all active grants.  Maintains electronic and paper grant files, including contracts, all required tracking and documentation of all grant expenditures, receipts of payments, and financial reports.

Approves and countersigns grant expenditures and drawdown requests.  Reviews accuracy of all grant-funded invoices prior to approval by performing various checks and collaborates with the Fiscal Resources Unit to ensure accurate and timely reconciliation of grant accounts. Assists in resolution and problem solving with financial issues that effect grant or contract compliance.

Responsible for monitoring grant project funding and expenditures to ensure reconciliation of grant accounts with the Fiscal Resources Unit and the County Infor system.  Prepares grant financial reports and assists with grant closeouts in compliance with funder policy and requirements for each funding source for the approval of supervisor and Fiscal Resources Unit.

Responsible for the development of grant budgets for proposals and maintains a database of all awarded grant proposals, including the status of contracts and approved purchases.

Reviews, tracks, and projects expenditures of grant funding to issue monthly, quarterly and yearly project spending reports to Administration and other Departments.

Implements and updates mechanisms to retrieve and maintain documentation for required cash or in-kind matching resources required for each grant award to ensure match requirements are met.

Assists in researching and tracking potential funding opportunities and requirements. Collaborates with all departments to assist in assessing potential funding opportunities. Assists in maintaining a funder database and a database of potential projects in need of funds.

Communicates grant financial policies and procedures to Court staff across departments and to contracted vendors to ensure compliance with funder’s regulations.

Participates in process improvement efforts as needed to streamline and ensure compliance with local, state, and federal guidelines related to the financial management of grant funds. Coordinates research and analysis activities related to invoicing as required.

Performs other duties as needed.

Supervisory Responsibilities

Has no direct supervisory responsibility for staff members.

Works in a general office setting with moderate noise levels.

Usual Physical Demands

While performing the duties of this job, the employee is required to sit, to speak clearly, and to hear. The employee must occasionally lift and/or move up to 10 pounds.

Education and/or Experience

Bachelor’s Degree in Accounting, Business, Social Sciences or related fields required.

AND

Three (3) years of related work experience such as financial reporting including budget review, reconciliation, invoice processing, ledger management, and audits.

Licensure or Certification Requirements

Must possess a valid Ohio driver’s license and maintain valid automobile insurance, with a clean driving record and ready access to a safe functioning automobile.
