Essential Duties and Responsibilities

The Cuyahoga County Juvenile Court Diagnostic Clinic performs forensic mental health evaluations to assist jurists in balancing concerns for juvenile rehabilitation and public safety. The Juvenile Court is committed to prevention and diversion for low-risk youth and to top-quality intervention for high-risk offenders.

The Court Clinician will assist the Diagnostic Clinic in producing forensic assessments that comply with guidelines of the American Psychological Association (APA) and best practice standards and that are responsive to referral questions. Interventions with youths will be mindful of prevention and diversion where appropriate and will be informed by evidence-based practices and trauma-informed care.

Provides psychological services to court-involved youths within the scope of practice of a Master’s Level Clinician.

Triages juvenile cases at court hearings using clinical interview and brief assessment measures bearing on issues of serious mental illness, substance use, and intellectual disability; and, makes immediate recommendations to judges and magistrates regarding interventions.

Produces full evaluations of youth and/or family members concerning juvenile delinquency, child custody/visitation, parental fitness, and judicial bypass for abortion.

Testifies as an expert witness in court trials.

Provides consultation on mental health matters to other departments in the juvenile justice system, including courtrooms, probation, and juvenile detention.

Dictates reports using a digital voice recorder or voice recognition software.

Runs competency attainment/restoration programs for youth found incompetent to stand trial but potentially restorable.

Provides diagnostic and treatment feedback, as appropriate, to parents, probation officers, detention center staff, physicians, school personnel, and other agencies.

Writes summary reports of youth evaluations used in providing feedback to parents or guardians regarding diagnoses and treatment recommendations.

Works effectively as a member of a multi-disciplinary team.

Has proficiency in using clinical criteria in the Diagnostic and Statistical Manual –V (DSM-5), differential diagnoses, and dual diagnoses.

Functions well under evaluation deadlines imposed by law or required for meeting the needs of the court system.

In the future, will supervise or run intervention groups with youths placed in the juvenile detention center using evidence-based treatment programs.

Performs other duties as assigned.

Supervisory Responsibilities

Supervises forensic evaluations of other staff members, including child custody/visitation, parental fitness, and juvenile delinquency cases.

Trains staff members and assures quality in the provision of direct clinical services consisting of evaluation and treatment by other mental health staff members and consultants as well as local university placement students, residents, and fellows.

Oversees the administration, scoring, and interpretation of psychological testing by other staff members.

Equipment Operated

Standard office equipment and office technology such as copy machines, personal computers and telephones.

Confidential Data

Includes all court-related information regarding hearings, etc. the employee may come in contact with while working in the facility.

Working Conditions

Works in a general office setting with moderate noise levels. Employee also may work in a classroom environment training staff.

Usual Physical Demands

While performing the duties of this job, the employee is required to sit, to speak clearly, and to hear. The employee must occasionally lift and/or move up to 10 pounds.

Knowledge, Qualifications, Skills, and Abilities

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

Knowledge of the administration and interpretation of a variety of tests including intellectual, educational/achievement and personality instruments. Demonstrated ability to communicate effectively, both orally and in writing, with clients and court staff. Ability to work as a member of a multi-disciplinary team. Ability to practice cultural awareness and competency. Ability to preserve the integrity and dignity of all Diagnostic Clinic clients. Ability to build rapport with youths who may be defensive or treatment resistant. Ability to travel locally on occasion.

Education and/or Experience

A Master’s Degree in Psychology, Behavioral Sciences, or a closely related field is required.

AND

Three years of postgraduate experience working with children and families is required. Ability to provide psychological testing services consisting of administering, scoring, and interpreting psychological measures, understanding limitations in reliability and validity of test findings, and integrating results into forensic evaluations is strongly preferred. Prior work experience in a court or correctional/institutional setting is preferred.

Licensure or Certification Requirements

Must possess a valid Ohio driver’s license and maintain valid automobile insurance, with a clean driving record and ready access to a safe functioning automobile.

Ohio state licensure or license eligibility for independent practice is preferred.
