Essential Duties and Responsibilities

Responsible for developing, implementing, coordinating, and monitoring all quality assurance and improvement programs including, but not limited to, unit evaluations, social climate assessment, training programs, national accreditation OJJDP DSO compliance, Core Correctional Practices compliance, MAYSI interface and coordination, and special projects.

 

In collaboration with the Deputy Superintendent, designs, implements and updates the annual Detention Center’s Training Plan including mandatory CORE curriculum schedule.

Obtains and maintains certification in Train the Trainer for CORE classes in CPR, ERT, CPI, SCI and PREA.

 

In collaboration with Deputy Superintendent, develops the Pre-Service Orientation schedules and prepares for and facilitates Pre-Service Orientation Training for all new Detention Center hires.

 

Designs and develops training programs for Court employees. Completes all logistical arrangements for in-house and external training events. Assists in the assessment and determination of training needs utilizing appropriate training assessment methods and techniques.

Designs, develops and writes training manuals for employee training events. Maintains calendar of upcoming training events both at the Court as well as County-wide and throughout the state for distribution to employees.

Prepares for and facilitates training classes for staff refresher training, including reserving room locations, room set-up, and acquiring any requisite equipment, providing registration, training rosters, handouts and evaluations forms.

 

Provides reports to Detention Center and Court Administration to identify quality assurance, programmatic, and training needs by staff. Also provides Quality Assurance reports to each Housing Unit Manager. Assists in the development of Unit benchmarks and goals. Collects and reports data for internal quality assurance benchmarks, critical incident documentation, Core Correctional Practices Continuous Quality Improvement measures, and other general operating standards. Conducts booster trainings for Core Correctional Practices.

In collaboration with Unit Managers, conducts periodic training sessions for new employees during initial “on-the job-training” as a field training resource. Develops Manager training check-list and conducts periodic training boosters for new hires during the six month probation status.

 

Researches literature to present and prepare training activities and events. Coordinates educational resources and maintains electronic library of educational and training materials.

Presides as the hearing officer in the pre-disciplinary conferences for employees alleged to have violated work rules; conducts pre-disciplinary conferences by asking well thought out questions of employees; interviews witnesses; reviews written documentation and personnel files; evaluates evidence and prepares written recommendations concerning the appropriate level of discipline; suggests improvements in operations as warranted.

Conducts Quality Assurance meetings with Detention Center Administration to identify areas of need, opportunities for growth, and provide information regarding best practices in Juvenile Justice as it pertains to Detention Centers.

Maintains communication between Court Adminstration and the Detention Center Administration to assist with development of policies and practices for the Detention Center through weekly meetings.

Assists in monitoring efforts for evidence-based programming and monitors compliance in Core Correctional Practices and staff to youth interactions. Monitors and aids in the implementation of the Behavior Management System.

Monitors the Detention Center’s compliance with nationally accepted Detention Center standards. Conducts regular and frequent Detention Center living unit observations to ensure safety procedures are being enforced and works to ensure minimum Detention Center standards are being met.

Assists in compiling needs assessment, information and report preparation for Court-wide strategic planning efforts. Coordinates the retrieval of statistical data for use in reports and evaluation materials.

Conduct Bi-Annual Quality of Life Surveys for all living units utilizing the Social Climate Scale Questionnaire. Prepares reports and updates Detention Center Administration regarding the quality of life issues reported by the residents.

 

Identifies and responds to all service needs and information needs of the Court, contract agencies and the community.

Participate in the Northeast Region of Ohio Professional Development Project for Detention Officers.

 

Performs other duties as assigned.

Supervisory Responsibilities

Has no direct management responsibility for staff members. May be required to use supervisory abilities when in the training environment.

Equipment Operated

Standard office equipment and office technology such as copy machines, personal computers and telephones.

Confidential Data

Includes all court-related information regarding hearings, etc. the employee may come in contact with while working in the facility.

Working Conditions

Works in a general office setting with moderate noise levels. Employee also may work in a classroom environment testing and teaching course materials.

Usual Physical Demands

While performing the duties of this job, the employee is required to sit, to speak clearly, and to hear. The employee must occasionally lift and/or move up to 10 pounds.

Knowledge, Qualifications, Skills, and Abilities

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

 

Knowledge of effective correctional practices, such as relational skills, safety protocol, and behavior management strategies; thorough understanding of court operations with experience in working with Juvenile Justice population in like setting to the Detention Center; ability to work independently with demonstrable skills in organization, establishing and maintaining work relationships with Court officials and the public, and problem-solving; familiar with social service agencies serving children, parents, families, community, etc.; ability to communicate effectively, verbally and in writing; able to effectively present to adult learners; able to effectively provide constructive feedback to aid in implementing best practices; attention to detail and the ability to maintain accurate records; ability to maintain confidentality and professional discretion; knowledge of risk levels, criminogenic needs, the juvenile justice system, case management, behavioral strategies and program models. Ability to make use of supervision, be culturally competent; skills in interviewing, report writing, and synthesizing information; ability to work with numbers, including basic understanding of arithmetic, statistics and financial records; must be computer literate – proficient in MS Word, Excel, and have the ability to acquire knowledge and use of Access and Court’s MIS; Internet research skills, knowledge of contract administration; knowledge of risk levels, criminogenic needs, the juvenile justice system, case management, assessment tools, behavioral contracts and program models; proven record of discretion and diplomacy;

Flexibility in work hours to accommodate program needs including, but not limited to, out-of-state travel (including overnight travel), program monitoring and observation, and youth and staff interviews on an as-needed basis.

Education and/or Experience

Bachelor’s Degree in Behavioral Science, Social Work, Criminology or related fields; Master’s Degree preferred.

AND

Five (5) years of work experience in juvenile justice or social services as related to adolescents.

Licensure or Certification Requirements

Must possess a valid Ohio driver’s license and maintain valid automobile insurance, with a clean driving record and ready access to a safe functioning automobile.
