Job Summary

The Business Systems Analyst (BSA) is the primary conduit between end-users and the IT Department pertaining to new software, programming updates, and case management systems. Working with end-users, the BSA is responsible for coordination and communication with the programmers to support the design, development, implementation, and modification of new or existing applications software.

 

Essential Duties and Responsibilities

Works with users and functional managers to design and develop system solutions to address business needs. Assists with resolving problems with the current systems or developing proposed enhancements/improvements.

Interviews managers and users, identifies functional software needs, documents in such a way that the development team can understand the project requirements. (e.g.- collects information from users; identifies business solutions; defines input and output system requirements and prepares program specifications sometimes with graphics/pictures).

Conducts meetings with the development team to discuss the requirements and documents proposed solutions. Communicates the solutions and timelines to the managers and users and gets the project approval. Keeps track of the progress on the solution implementation and communicates the information to all the stakeholders.

Serves as a liaison between internal teams and external clients. Brainstorms and collaborates with various stakeholders to play an active role in the selection, configuration, and implementation of application systems.

Designs and implements technical trainings for managers and users. Builds the skill sets and knowledge base of end users through continuous improvement training and analysis on identified issues.

Helps the development team in testing the solution implementation and helps the end users with the acceptance testing.

Communicates with end users to ensure projects are working effectively and problem-solves any issues or errors.

Develops and maintains effective working relationships with a variety of individuals within and outside the Court.  Enters problem resolutions into problem control system.

Performs other duties as directed.

Supervisory Responsibilities

Has no direct supervisory responsibility for staff members.

Equipment Operated

Standard office equipment and office technology such as copy machines, personal computers and telephones.

Confidential Data

All court-related information regarding hearings, etc. that the employee may come in contact with by working in the facility.

Working Conditions

Works in a general office setting with moderate noise levels. 

Usual Physical Demands

While performing the duties of this job, the employee is required to sit, to speak clearly, and to hear.  The employee must occasionally lift and/or move up to 10 pounds.  Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception, and ability to adjust focus.

Requires the ability to gain deep, technical understandings of systems, design and implement process improvements, and possesses the soft skills necessary to influence a wide stakeholder base and execute successful change management. Requires the ability to perform requirements gathering, process modeling, and system design. Requires critical thinking skills, decisive judgment, and the ability to work with minimal supervision.

Possesses advanced verbal and written communication skills, including the ability to explain and present technical concepts to all levels of the organization. Comfortable working directly with both technical and non-technical audiences. Possesses good judgment, time management, and decision-making skills, and demonstrates the ability to work collaboratively on a technical team. Demonstrates patience and empathy when working with and coaching developers and testers.

Education and/or Experience

Bachelor's Degree in computer science, management information systems, mathematics, statistics, communications, project management, hard sciences, social sciences, or philosophy; or an equivalent combination of related experience and education, where 2 years of related experience = 1 year of college.

AND

Three (3) years of experience in computer information systems, project management, gathering business requirements, implementing computer-related technologies, database analysis/design, web design, and/or software design.
