Job Summary

The Probation Officer 3 serves as an assistant manager in their designated Probation Unit. They carry a smaller caseload in comparison to a Probation Officer 2 to assist the unit with managerial duties in the absence of the Probation Manager. A Probation Officer 3 works to the best of their ability to reduce the risk of recidivism by working with youth on their caseload with the goal to encourage and invoke behavior change while working to keep the community safe. A Probation Officer 3 guides a youth and guardian through the probation process. They make appropriate referrals and recommendations based on the identified, individualized needs, and information gathered regarding the youth and family. They work with the family to create and fulfill a probation case plan. The Probation Officer 3 ensures court guidelines and probation orders are adhered to.  The Probation Officer 3 serves as a role model for the Probation Officer 2’s in the unit and assists with mentoring newer staff.

Essential Duties and Responsibilities

Provides services for youth and their families at pre and post adjudication in an effort to reduce recidivism and further penetration into the juvenile justice system. 

Provides supervision and case management for youth placed on probation by the Court.  Develops and monitors case plans and behavioral contracts.  Makes referrals and monitors compliance with community and court contracted agencies to provide additional service interventions for youth and families.  Takes corrective action as necessary to promote adaptive behavior and reduce recidivism. 

Assists Probation Manager with daily operational needs and other duties as needed.  Acts in absence of the manager, by managing staff schedules, attending court hearings and meetings, and providing additional support to staff.

Actively participates in the development and implementation of all goals, training endeavors, and department/unit initiatives. Assists manager in the development, implementation, and monitoring of staff to assist progression with unit and department goals.

Assists manager in monitoring work standards, including but not limited to, the timely submission of paperwork. 

Assists staff and supports onboarding efforts, on an as-needed basis, with the completion of the OYAS assessment tool, case management and recommendations, implementation of Probation Transformation, identification of community-based resources, providing training on court procedures (ie. required paperwork and reports, motions/capias requests, and referrals), and ongoing participation in community collaborative meetings.

Interviews youth and families in the home, school, office, Detention Center or elsewhere to obtain social history information to complete pre-disposition reports, courtesy supervision, custody reports, OYAS Assessments, Case Plans/ Reviews and other reports for the Court.

Prepares and gives oral presentations in Court and at professional meetings regarding youth and family; sharing relevant information and recommendations, as required. Responds professionally to all Magistrate/Judges requests/orders.

Coordinates services within the Court, working as a liaison with outside agencies, schools, law enforcement and other service providers, when working with difficult or special needs clients and families.

Files probation violations, attends supervision and unit meetings, and completes statistical reports.

Meets probation training standards by completing the required number of continuing education hours annually.

Performs other duties as assigned.

Supervisory Responsibilities

Acts as the “manager in charge” in absence of the unit manager and assists with supervisory responsibilities.  Does not have staff assigned as direct reports.

Standard office equipment and office technology such as copy machines, personal computers, and telephones. 

Confidential Data

All court-related information regarding hearings, etc. that the employee may come in contact with by working in the facility and confidential information that employee comes into contact with while working with probation clients.

Working Conditions

This position is subject to varying and unpredictable situations; may handle emergency or crisis situations; is subject to many interruptions; may handle multiple calls and inquiries simultaneously; and may occasionally handle absentee replacement on short notice.

Position may be required to travel and visit with clients and family members and have varying working conditions outside of the courthouse.   Contact involves occasional exposure to physical injury, illness or hazards as a continuous part of the position.  May occasionally have exposure to unsafe working conditions, people, or elements, and may have to take precautions when performing tasks.

Usual Physical Demands

While performing the duties of this job, the employee is required to sit, to speak clearly, and to hear. The employee must occasionally lift and/or move up to 10 pounds.    Must be willing to work in varied weather conditions and long periods of time in a vehicle.

Knowledge, Qualifications, Skills, and Abilities

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.  The requirements listed below are representative of the knowledge, skill, and/or ability required. 

 

Successful candidate will have an understanding of adolescent growth and development, human behavior, and family dynamics; a profound drive to learn and utilize evidence-based practices; extensive knowledge of community resources and a thorough understanding of the youth justice system; interviewing, case assessment, and individual counseling skills; ability to make use of referrals; maintain a level of confidentiality; manage a caseload; ability to communicate effectively orally and in writing; establish and maintain positive working relationships with clients, staff and the public; make use of supervision; responsible, work-oriented individual who has the capacity to handle stressful situations; must have a high degree of professionalism.  Must be able to assist the probation manager with daily operations regarding case consultation, supervision of staff, case assignment/ termination and ongoing training and development of staff.  Must possess effective oral and written communication skills.  Must be willing to work flexible hours and be available for case consultation on an emergency or as needed basis outside traditional work hours.  Must have drive for professional development and assisting with managing staff.  Strong leadership skills.

Education and/or Experience

Bachelor's Degree in Social Sciences or related field.  Prefers applicants with Master’s Degree in Social Work, Behavioral Sciences or related field.

AND

Minimum requirement of three (3) years of work experience with adolescents or relevant field experience.  Prefers three (3) years of work experience as a Probation Officer or managing a caseload of at-risk youth.

Licensure or Certification Requirements

Must possess a valid Ohio driver’s license and maintain valid automobile insurance, with a clean driving record and ready access to a safe functioning automobile.
