Essential Duties and Responsibilities

The Director of the Clerk of Court  is the official record keeper for the Court of Common Please, Juvenile Division.  The Director shall indorse on each pleading or paper, in a cause filed in the Cuyahoga County Court of Common Pleas Juvenile Division’s Clerk of Court’s Office, the time of filing, and all orders, decrees, judgments, and proceedings of the Court in accordance with Ohio rules, laws and the policies and procedures of the Court.

Establishes consistent and effective office operations ensuring that the Clerk of Court’s Office functions within the law.

Ensures accurate work products from the Clerk of Court’s Office through the proper selection, supervision, training, evaluation, motivation and discipline of staff in accordance with the Cuyahoga County Court of Common Pleas Juvenile Division’s policies and procedures.

Ensures that all journal entries, orders and judgments of the Cuyahoga County Court of Common Pleas Juvenile Division are completed in accordance with established legal and Court requirements and timelines.

Ensures that all documents and papers contained in files, or otherwise delivered to the Clerk of Court’s Office are filed appropriately and carefully preserved.

Maintains the journals, records, books and papers pertaining to the Court and its proceedings.

Endorses every paper and document filed with the Cuyahoga County Court of Common Pleas Juvenile Division Clerk of Court’s Office with the date of filing.

Responds to inquiries from jurists, attorneys, court personnel, and the public regarding general information, case files and other legal documents in accordance with Cuyahoga County Court of Common Pleas Juvenile Division’s policies and procedures.

Responds to subpoenas and testifies in other courts as necessary.

Ensures appropriate collection and disbursement of filing fees, court costs, restitution, other court fees,  in accordance with the Ohio laws and policies and procedures of the Court.

Maintains internal controls of the collection process to ensure compliance with Ohio laws applicable to collections and deposits.

Provides direct supervision to Clerk’s Office Staff Manager, Training Manager and Administrative Secretary.

Monitors the progress of the planning and execution of each task performed in the Clerk of Court’s Office to promote maximum efficiency.

Performs other duties as assigned.

Supervisory Responsibilities

Has supervisory accountability for other employees, volunteers or interns.  Plans, directs and coordinates activities for a department.  Duties may include scheduling and assigning of work, training in all facets of work, quality control, and decisions impacting the pay, status and tenure of others.  Conducts performance evaluations, provides input into and participates in discipline, dismissal, and hiring processes, and is accountable for editing timecards in Kronos for assigned staff.

All court-related information regarding hearings, etc. that the employee may come in contact with by working in the facility as well as personal medical information.

Working Conditions

Potential exposure to hazardous situations that may occur in the court environment.  Must be able to tolerate exposure to evidence and testimony that may be disturbing; clients who may potentially be verbally or physically uncooperative; allergens, such as perfumes and dust.

Usual Physical Demands

While performing the duties of this job, the employee is required to sit, to speak clearly, and to hear. The employee must occasionally lift and/or move up to 10 pounds. This position is subject to many interruptions and may be required to handle multiple calls and inquiries at once.

Knowledge, Qualifications, Skills, and Abilities

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.  The requirements listed below are representative of the knowledge, skill, and/or ability required. 

Excellent verbal and written communication skills; must be well organized and efficient; ability to prioritize and manage time effectively; demonstrable leadership skills; exercises independent judgement; knowledge of legal guidelines and timelines for documents filed in Cuyahoga County Court of Common Pleas Juvenile Division; familiarity with the process documents and case files follow through the Cuyahoga County Court of Common Pleas Juvenile Division’s Clerk of Court’s Office; ability to establish and maintain appropriate filing systems for records and documents; ability to maintain confidentiality; experience in working with Unions, and ability to utilize a personal computer.   

Education and/or Experience

Requires Bachelor’s degree in a related filed (i.e. business, public administration, organizational management).  Master’s degree or Law degree preferred.  Minimum of ten (10) years’ work experience in a legal environment with at least two (2) years’ experience in a top level administrative position.

Licensure or Certification Requirements

Certified Court Manager (CCM) is a plus
