Job Summary
The Cuyahoga County Juvenile Detention Center (CCJDC) has a zero tolerance for sexual abuse and sexual harassment of youth in its custody. The CCJDC is committed to implementing and maintaining compliance with the national Prison Rape Elimination Act (PREA) Juvenile Facility Standards. The Deputy Director of Compliance and Professional Conduct serves as the Cuyahoga County Juvenile Court Juvenile Detention Center’s PREA Coordinator and is responsible for overseeing the CCJDC’s PREA efforts, including the oversight of all training requirements for all Detention Center employees.
Essential Duties and Responsibilities

Responsible for developing, implementing, and coordinating agency practices in compliance with the PREA juvenile facility standards by providing guidance on standard requirements and continuous agency improvements in this area.
Responsible for establishing and leading an agency-wide team to work collaboratively on CCJDC’s sexual abuse and sexual harassment prevention, detection, response, and monitoring efforts.
Responsible for overseeing all internal investigations, including investigations into any alleged sexual abuse, sexual or other forms of harassment, as well as other forms of resident and/or staff misconduct.
Supervises the Due Process Team that reviews and responds to resident grievances and conducts all internal investigations. Provides administrative reviews of allegations/incidents of sexual, verbal, physical abuse, or harassment involving residents. Assists external investigative agencies (Division of Children Family Services, Law Enforcement, and Cleveland Rape Crisis Center) in obtaining requested documentation and scheduling interviews of staff and residents.
Serves as the Court’s point of contact for all sexual abuse and sexual harassment reports, investigations, and other PREA-related concerns.
Ensures that residents who report sexual abuse or sexual harassment receive all appropriate medical care, mental health care, and emotional supports and are free from retaliation.
In conjunction with Superintendent and Assistant Superintendent, works with Human Resources to address allegations of sexual harassment, sexual abuse, and/or other staff misconduct.
Responsible for the supervision of the Training Managers to ensure that all training curriculum aligns with juvenile detention center facility best practices, Ohio Administrative Code standards, and PREA Standards. Works with the Training Managers to develop and facilitate staff training and resident education related to CCJDC’s sexual abuse and sexual harassment policies and procedures with a goal to create a culture of sexual safety.
Trains and oversees internal investigation procedure in compliance with PREA standards for juvenile detention facilities.
Works with the Deputy Director of Programs, mental health professionals, and facility operations staff to identify, evaluate, and manage special housing needs of identified potentially vulnerable or sexually assaultive youth.
Responsible for maintaining records, collecting data, issuing annual reports, and conducting practice audits to ensure compliance with CCJDC policy and the PREA juvenile facility standards. In collaboration with Programming Training, and Quality Assurance Unit (PTQA) and Detention Center Administration, reviews spreadsheets and dashboards to monitor progress and identify areas of concern as it pertains to internal investigations and resident grievances.
In collaboration with PTQA, conducts internal monitoring, auditing, and periodic risk assessments to ensure all employees are trained and aware of all state and federal regulations including PREA. Facilitates reviews, team meetings, and leads inspections to regularly review facility operations and programs that are compliant with all standards.
Develops CCJDC’s annual PREA report.
Performs other duties as assigned.
Supervisory Responsibilities
Has supervisory accountability for other employees. Provides oversight of all PREA compliance standards, including PREA Training for volunteers. Duties may include scheduling and assigning of work, training in all facets of work, quality control, and decisions impacting the pay, status and tenure of others. Conducts performance evaluations, provides input into and participates in discipline, dismissal, and hiring processes, and is accountable for editing timecards in the electronic timekeeping system for assigned staff.

Working Conditions
While performing duties of this job, the employee frequently walks, sits, and stands. The employee must have the capacity to work in closed environment and work with criminal offenders, some of whom may be dangerous. Workers may be assigned to work in areas of the institution where there is a risk of violence or communicable disease. Occasionally handles emergency or crisis situations. Frequently subject to interruptions, multiple calls, and inquiries.
Usual Physical Demands
While performing duties of this job, the employee frequently sits, walks and stands.
Must pass a physical fitness/agility test and be able to demonstrate the following:
1. Ability to push and pull objects, pick up objects, and bend repeatedly in order to move desks, beds, and other furniture to conduct security checks and search residents.
2. Ability to step up on elevated surfaces to conduct room searches.
3. Ability to reach, bend, and stoop to perform security checks, and other tasks.
4. Ability to walk extended periods throughout the facility.
5. Ability to stand for extended periods.
6. Ability to physically restrain residents under adverse conditions, including ability to enforce rules, regulations, and directives with non-compliant residents that may physically resist.
7. Ability to respond to emergency situations according to Detention Center policies, procedures and protocols.
8. Ability to utilize restraint equipment appropriately.
9. Ability to effectively communicate verbal commands and directives through the intercom/radio transmission monitoring system.
10. Ability to lift and carry containers of items weighing up to 45 lbs.
11. Must be available on-site and on-call to meet departmental needs.
12. Must demonstrate competency in implementing defensive tactics and satisfactorily complete all of the requirements in training of defensive tactics; including passing the recertification.
New employees are required to pass Defensive Tactics Training by the end of the introductory period.

Education and/or Experience
Requires a Bachelor’s Degree in Criminal Justice, Corrections, Public Administration, Social Work, Social/Behavioral Sciences or a closely related field. Master’s Degree preferred.
AND
Five (5) years of experience in a public or private residential/detention facility, Juvenile Court, or other related agency (providing treatment and/or detainment for clients). Candidate must have at least two (2) years of experience working directly with clients. Work in a secure setting preferred. Work with juvenile clients preferred.
Of their five (5) years of work experience, candidate must have at least three (3) years of experience in a leadership position. An advanced degree (Master’s, Ph.D., JD) in an appropriate field of study may substitute for this supervisory experience.
Licensure or Certification Requirements
Must possess a valid Ohio driver’s license and maintain valid automobile insurance, with no major violations on the driving record.
