Job Summary

Manages all clerical staff and activities related to supervision of staff and daily operations of the Detention Center Clerks Department. Supervises clerical staff in the Detention Center Central Office.  Ensures that Detention Center records are properly maintained. Greets, interacts with, and assists attorneys, Probation Officers, Police Officers, juveniles’ family members, and others visiting or with business matters at the Cuyahoga County Juvenile Detention Center. 

Essential Duties and Responsibilities

Maintains a competent workforce through the proper selection, training, evaluation, motivation and discipline of staff.

Directs and monitors the work and schedules of the office clerical staff.  Ensures coverage of unit so assignments and responsibilities are completed.

Responsible for assuring that staff maintain productivity and adhere to quality assurance requirements and deadlines.

Ensures clerical support to the Detention Center operation; data input, types, copies and files as needed, memos, letters and other confidential documents; sorts and distributes mail and paychecks; orders supplies for Detention Center use.

Maintains Detention Center File Room including archiving and retrieving juvenile records.

Maintains meeting room schedule, reports various office maintenance and equipment problems and requests repairs.

Processes and maintains Detention Center Uniform annual requests and inventory.

Responds to inquiries and addresses situations of a more complex or specialized nature for Detention Center and Court staff and the public.

Answers telephone, refers calls, and takes messages and responds to inquiries from Detention Center and Court staff, police officers, parents and other parties.

Verifies and enters visitors from agencies the Court conducts business with using the Court’s information management system. Instructs staff to perform this function in Supervisor’s absence. 

Maintains accurate resident count in the Court’s and Detention Center’s information system to ensure resident data. Serves as the Detention Center liaison to the Court to ensure proper functionality of both information systems.

Assists in program development/implementation and ongoing efforts to improve overall efficiency and functioning of the unit. 

Performs other duties as assigned.

Supervisory Responsibilities

Has supervisory accountability for other employees, volunteers, or interns.  Plans, directs and coordinates activities for a unit.  Duties may include scheduling and assigning of work, training in all facets of work, quality control, and decisions impacting the pay, status and tenure of others.  Conducts performance evaluations, provides input into and participates in discipline, dismissal, and hiring processes, and is accountable for editing timecards in Kronos for assigned staff.

Equipment Operated

Standard office equipment and office technology such as copy machines, personal computers and telephones. Communicates with Detention Center staff via hand held radio and operates in accordance with FCC regulations.

Confidential Data

All court-related information regarding hearings, etc. that the employee may come in contact with by working in the facility.

Working Conditions

Works in a general office setting with moderate noise levels.  While performing duties of this job, the employee frequently sits, walks and stands.  The employee must have the capacity to work in closed environment and work with criminal offenders, some of whom may be dangerous. Workers may be assigned to work in areas of the institution where there is a risk of violence or communicable disease. Occasionally handles emergency or crisis situations; may be subject to interruptions, and multiple calls and inquiries.

Usual Physical Demands

While performing the duties of this job, the employee is required to sit, to speak clearly, and to hear.  The employee must occasionally lift and/or move up to 25 pounds.

Knowledge, Qualifications, Skills, and Abilities

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.  The requirements listed below are representative of the knowledge, skill, and/or ability required. 

Knowledge of Court and departmental rules and procedures.  Skill in operating a computer and other office machines.  Ability to establish and maintain effective working relationships with Detention Center staff, Court staff and the public.   Ability to supervise and direct staff.  Demonstrated ability to communicate effectively both verbally and in writing; excellent interpersonal skills; problem solving and leadership skills; ability to work effectively under deadlines and pressure; attention to detail; well organized with the ability to keep accurate records.  Must demonstrate excellent customer service skills.  Should be well organized, efficient in managing time, ability to maintain a high level of confidentiality.  Must be a self-starter and able to work independently with minimum supervision.

Education and/or Experience

Bachelor’s Degree or equivalent (1 year of college=2 years of experience).

AND

Three (3) years of related office management experience.

Licensure or Certification Requirements

None.
