Essential Duties and Responsibilities

Reasonable accommodations will be made for disabled persons covered by the Americans with Disabilities Act, in accordance with its requirements.Provides comprehensive Human Resource support for the Cuyahoga County Court of Common Pleas Juvenile Division in the areas of employment, benefits, personnel policy administration, labor and employee relations and training and development.
Manages all aspects of recruitment, selection, and hiring programs for internal & external job applicants. Ensures programs are run in accordance with Court policies and procedures, applicable regulations, laws, and ordinances.
Develops, writes, and reviews Job Descriptions for classifications.
Oversees Pre-Employment and Alcohol Testing Program, criminal and other pre-employment background checks, and ensures compliance with Court policies, union contracts, regulations, and laws.
Develops, writes, and reviews Structured Interview Questions for interview panels for all levels of Interviews. Ensures that the interview process is fair and equitable. Provides and coordinates training of all participants on the interview panels.
Presides as the hearing officer in the pre-disciplinary conferences for employees alleged to have violated work rules; conducts pre-disciplinary conferences by presenting comprehensive series of questions to employees; interviews witnesses; reviews written documentation and personnel files; evaluates evidence and prepares written recommendations concerning the appropriate level of discipline; suggests improvements in operations as warranted.
Assists in administering the Court’s classification and compensation plan by conducting salary surveys and job evaluations, to ensure that positions remain marketable.
Coordinates, develops, and implements training programs, initiatives, and seminars for Court management and staff.
Assists the Court’s SR HR Manager with Court-wide efforts to maintain and motivate competent and diverse workforce (addresses quality of work-place issues).
Administers and assists with Human Resources services by providing (written and verbal) recommendations and technical assistance to Judges, Court Administrators, Directors, Managers, Court staff, regarding personnel policy and procedure administration and employment-related matters (e.g.discipline, employee training, reporting, recruitment, staff training and development, employee/management relations, compliance, etc.).
May Assist in writing RFPs, scoring responses, and reviewing contracts for HR-related matters (Pre-employment Physicals, Drug/Alcohol Testing, EAP, Classification and Compensation, etc.).
Will perform special investigations (employer/employee relationships, unfair/unsafe working conditions, falsification of county records, abuse of authority, EEOC/OCRC, etc.)
Supervises lower level human resources staff (e.g.- plans, coordinates, assigns and reviews work; evaluates performance; responds to employee problems; maintains work standards; provides instruction and training; recommends selection, transfer, promotion, or discipline of employees; evaluates performance; reviews and approves requests for leave).
Performs generalist duties and assists in all areas of Human Resources as needed.
Performs other duties as assigned.
Supervisory Responsibilities
Has supervisory accountability for other employees, volunteers, or interns. Plans, directs and coordinates activities for a unit(s). Duties include scheduling and assigning of work, training in all facets of work, quality control, and decisions impacting the pay, status and tenure of others. The requirements listed below are representative of the knowledge, skill, and/or ability required.Ability to interpret and use Human Resources terminology; ability to handle stressful situations and work in a fast paced environment; ability to comprehend a variety of reference books including, but not limited to, an Employee Handbook and the Ohio Revised Code; excellent customer service skills including verbal and written communication skills; ability to work within deadlines; communicate effectively with all levels of staff; knowledge of Kronos preferred; must be detail-oriented with the ability to prioritize workload and identify and develop effective programs to maximize performance; ability to work as a team member and independently; ability to comprehend a variety of informational documents including, but not limited to, employment applications, personnel files, U.S. Department of Labor medical forms and other human resources documents; must be well organized; demonstrable personal computer skills, proficiency in Microsoft programs including, but not limited to, Word and Excel; must have comprehensive knowledge of Human Resource functions and responsibilities; ability to maintain a high level of confidentiality required.
Education and/or Experience
Bachelor’s Degree in Human Resources or related field,AND
Three (3) years of Human Resources experience in a generalist role, recruitment, or related field. One (1) year of supervisory experience
