Essential Duties and Responsibilities

Responsible for providing comprehensive Human Resource support for the Cuyahoga County Court of Common Pleas Juvenile Division in the areas of recruitment and employment.

Assists with the administration of all aspects of the recruitment process for assigned departments.

Works with supervisor to prepare and/or update job postings and update interview questionnaires.

Reviews employment applications with respect to the minimum qualifications, pre-screens employment applications; creates pools of applicants; updates and maintains an applicant database.

Serves on interview teams for departments.

Schedules and follows up on pre-employment/post-offer drug testing, physicals, agility testing and fingerprint background checks.

Develops and maintains recruitment relationships with colleges and other external agencies, prepares for and attends recruitment fairs.

Coordinates and reviews all pre-hire paperwork, promotion, demotion or transfer paperwork for applicants and/or employees regarding positions openings to ensure individuals are qualified for the position. Inputs new hire information, salary changes, position changes, and supervisor changes into Kronos system.

Prepares, maintains and analyzes necessary reports to carry out the functions of the department, also prepares periodic reports for management, as necessary or requested.

Coordinates the Recruitment Incentive Program.

Conducts New Hire Orientation on a rotating basis.

Performs generalist duties and assists in all areas of Human Resources as needed.

Assists employees with inquires on recruitment and policies and procedures.

Performs other duties as assigned.

Supervisory Responsibilities

Has no direct supervisory responsibility for staff members.

Equipment Operated

Standard office equipment and office technology such as copy machines, personal computers and telephones.

Confidential Data

All court-related information regarding hearings, etc. that the employee may come in contact with by working in the facility.

Working Conditions

This position is subject to many interruptions and may be required to handle multiple calls and inquiries at once. The noise level in the work environment is usually quiet.

Usual Physical Demands

While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to sit and reach with hands and arms and perform repetitive motions with wrists, hands, and fingers. The employee must occasionally lift and/or move up to 10 pounds. Specific vision abilities required by this job include close vision, and ability to adjust focus.

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

 

Ability to interpret and use Human Resources terminology; handle stressful situations and work in a fast paced environment. Ability to comprehend a variety of reference books including, but not limited to, an Employee Handbook and the Ohio Revised Code. Excellent customer service skills including verbal and written communication skills, including ability to communicate effectively with all levels of staff. Ability to work within deadlines. ; Knowledge of Kronos preferred. Must be detail-oriented, with the ability to prioritize workload and identify and develop effective programs to maximize performance. Ability to work as a team member and independently. Ability to comprehend a variety of informational documents including, but not limited to, employment applications, personnel files, and other human resources documents. Must be well organized. Demonstrable personal computer skills, proficiency in Microsoft programs including, but not limited to, Word and Excel. Must have comprehensive knowledge of Human Resource functions and responsibilities. Ability to maintain a high level of confidentiality required.

Education and/or Experience

Bachelor’s Degree in Human Resources or related field, or equivalent work experience. Two (2) years of work experience in a related Human Resources position is equivalent to one (1) year of education.

AND

Two (2) years of Human Resources experience in recruitment or related field.
