Job Summary
The Business Manager has direct supervisory responsibility for contracting and payroll staff. This position requires timely execution of contracts and grants. This person will also collaborate with multiple departments within Cuyahoga County as well as numerous vendors and contractors.
Essential Duties and Responsibilities

Provides supervision to Court Fiscal Contract and Payroll staff.
Oversees and coordinates the entire contracting process for Court services. Oversees, facilitates, and manages the smooth movement of Court RFPs, amendments and contracts from internal identification of service needs all the way through final County Government contract approval. Includes, but is not limited to: writing RFPs, meeting with vendors, evaluating proposals, writing and negotiating contracts, and entering information in OnBase.
Responsible for fiscal contract compliance of contracted and Court-based services. Reviews financial reports/invoices for payment. Reconciles Program Referrals with vendor invoices. Reviews and approves invoices for accuracy.
Oversees the Title IV-E Juvenile Court program including reconciliation and disbursements of Court payments entered into Statewide Automated Child Welfare Information System for purposes of receiving Title IV-E reimbursements.
Assists in invoicing Court clients for accounts receivable balances as well as the processing of refunds for over-payments.
Communicates procurement policies and procedures to staff to ensure purchasing compliance established by the state, County, and Cuyahoga County Court of Common Pleas, Juvenile Division.
Regularly attends and presents at County Board of Control, County Council and Council Subcommittee meetings.
Assists with budget narratives and budget development for grants and proposals.
Responds to all public information requests involving proposals and purchasing for the Court, contract agencies and the community.
Advises court staff and communicates with government agencies and vendors regarding financial, contracting and
purchasing matters. Responds to information requests in the request for proposal process.
Process monthly Title IV-D claims and collaborate with Child Support Agency staff to develop the annual Court contract budget.
Ensure compliance with audit requests for grants and special revenues.
Partner with Programming Department to oversee and manage the grant budget, including preparing and implementing budget and activity forms.
Performs other duties as assigned.
Supervisory Responsibilities
Has supervisory accountability for other contracting and purchasing staff members. Plans, directs and coordinates activities for assigned staff. Duties may include scheduling and assigning of work, training in all facets of work, quality control, and decisions impacting the pay, status and tenure of others. Conducts performance evaluations, provides input into and participates in discipline, dismissal, and hiring processes, and is accountable for reviewing timecards in Kronos for assigned staff.

All court-related information regarding hearings, etc. that the employee may come in contact with by working in the facility.
Working Conditions
Works in a general office setting with moderate noise levels. Subject to frequent interruptions, quick deliverables, and changing work deadlines.
Usual Physical Demands
While performing the duties of this job, the employee is required to sit, to speak clearly, and to hear. The employee must occasionally lift and/or move up to 10 pounds.
Knowledge, Qualifications, Skills, and Abilities

Must be a self-starter with the ability to work independently and meet deadlines, must have the ability to give concise,
thorough oral presentations, must make good use of time; ability to maintain confidentiality; establish and maintain positive working relationships with Court officials and the public; effective written communication skills, including skills in interviewing, report writing, and synthesizing information; ability to work with numbers, including basic understanding of arithmetic, statistics and financial records. Must have an ability to communicate effectively both orally and in writing; ability to use and interpret procurement terminology and language. Must be computer literate – proficient in MS Word, Excel, and ability to acquire knowledge and use of Access and Court’s and County’s MIS. Internet research skills, knowledge of contract administration. Demonstrate knowledge of the juvenile justice system, proven record of integrity, discretion and diplomacy; make appropriate use of supervision; must be culturally competent; flexibility in work hours to accommodate program needs including, but not limited to, out-of-state travel and ready access to an automobile.
Education and/or Experience
Bachelor’s Degree in Social Sciences and/or Public Administration such as a degree from an accredited school of social work, business, public administration, psychology, sociology, corrections, or related fields. Master’s Degree preferred.
AND
Minimum of eight (8) years of experience working in a Court system, five (5) years of which must be in contract management and purchasing. Prior supervision experience preferred, not required.
Licensure or Certification Requirements
A valid Ohio driver’s license and current automobile insurance.
