Job Summary
The Community Service Manager directly supervises the Community Service Coordinators. This manager oversees several probation programs including the Probation School Suspension, Gun Prevention, and Saturday Work Crew. The Community Service Manager plans, directs, assesses, monitors, and coordinates work activities of assigned Community Service Coordinators. The Community Service Manager will promote staff development and support the mission of the department. The Community Service Manager will resolve inter/intra departmental issues to fulfill the daily operations of the Probation Department.
Essential Duties and Responsibilities

Plans, directs, assesses, manages, monitors, coordinates and resolves inter/intra departmental issues to fulfill the daily operations of the Community Service unit, School Suspension, and Gun Prevention program to fulfill the Court’s Mission Statement and enhance probation services.
Provides individual and unit supervision, coaching, and training to Community Service staff on a regular basis regarding resource identification, CBT skills, site development, and coordination.
Attends quarterly safety meetings, develops, and works with security regarding Probation School Suspension, and community service procedures. Interacts with committees and attends other community partner meetings.
Monitors, reviews, and implements program incentives for Community Service Coordinators.
Supervises staff’s effective implementation of best practices in supervision skills with clients for positive behavioral change. Teaches and coaches staff to engage clients, teach problem solving skills, and provide evidence-based interventions to increase successful outcomes for probation community service youth.
Develops and maintains a professional rapport with Cuyahoga County Juvenile Court supervisors, department administrators, courtrooms, probation department, and other collaborating agencies.
Reviews data reports provided by the Programming, Training, and Quality Assurance unit (PTQA) and assists with quality assurance and data clean up to ensure accurate data reporting. Monitors the status of all case assignments.
Assists in designing and implementing training programs to promote and enhance skills and competency development, including onboarding programming to promote staff development. Participates in presentations to court staff and outside agencies.
Plans/allocates human and budgetary resources. Ensures all youth are enrolled in the reduced lunch program. Collaborates with food service to provide accurate inventory of the kitchen needs/supplies.
Updates/manages fleet service AT&T tracking services. Coordinates van maintenance/transportation assignments and van availability.
Performs other duties as assigned.
Supervisory Responsibilities
Has supervisory accountability for other employees, volunteers, and/or interns. Plans, directs, and coordinates activities for a work unit. Duties may include scheduling and assigning of work, training in all facets of work, quality assurance, and decisions impacting the pay, status, and tenure of others. Conducts performance evaluations. Provides input on and participates in discipline, dismissal, and hiring processes. Responsible for reviewing timecards in Kronos for assigned staff. Manages logistics, curriculum, and required data for the program to ensure effectiveness.

All court-related information regarding diversion information, hearings, etc. that the employee may come in contact with by working in the facility and confidential information that employee comes into contact with while working with clients.
Working Conditions
This position is subject to varying and unpredictable situations; may handle emergency or crisis situations; is subject to many interruptions; may handle multiple calls and inquiries simultaneously; and may occasionally handle absentee replacement on short notice. May interact and/or assist in situations with the public that are highly emotionally charged.
Position may be required to infrequently travel and visit with clients and family members and have varying working conditions outside of the courthouse. Contact involves occasional exposure to physical injury, illness, or hazards as a continuous part of the position. May occasionally have exposure to unsafe working conditions, people, or elements, and may have to take precautions when performing task.
Potential exposure to hazardous situations that may occur in the court environment. Must be able to tolerate exposure to evidence and testimony that may be disturbing; clients who may potentially be verbally or physically uncooperative; allergens, such as perfumes and dust. Works in an office setting and may be subject to quick deliverables and changing work deadlines. On call with alternative work schedule employees, on weekends hours ranging from 8:00am-3:30pm.
Usual Physical Demands
While performing the duties of this job, the employee is required to sit, to speak clearly, and to hear. The employee must occasionally lift and/or move up to 10 pounds.
Knowledge, Qualifications, Skills, and Abilities
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
Must possess skills in scheduling, planning, coordinating, teaching, training, coaching, mentoring, leading, and problem solving. Demonstrable leadership and team building skills. Creative abilities in facilitating workable programs for pre-adjudicated youth. Ability to supervise and manage staff in compliance with court and departmental policies, and state and federal standards. Able to delegate, assign work responsibilities, and evaluate work performance. Comprehensive working knowledge of adolescent growth and development, family dynamics and human behavior, and community and court resources. Knowledgeable regarding evidence-based practices, criminogenic factors, graduated sanctions, community-based resources, delinquency research, and case coordination activities. Knowledgeable regarding assessment and case planning with youth and families. Ability to analyze/ review statistical data and compile reports. Ability to read, review, and interpret assessments to assist staff with planning and coordination intervention routes. Knowledgeable and best practices in youth justice. Strong knowledge of evidence-based practices and possess a therapeutic orientation in delivering services to youth/ families. Good written communication skills necessary for report writing and written presentations. Flexible and open to learning and change. Good interpersonal skills and the ability to establish rapport with clients and maintain working relationships with clients, staff, various professionals, and the public. Must be able to handle stressful/volatile situations.
Education and/or Experience
Bachelor’s Degree in Social Sciences or related field. Master’s Degree in the Behavioral Sciences such as Social Work, Psychology, Corrections, or Sociology preferred
AND
Six (6) years of casework experience or related work experience with at-risk youth.
Licensure or Certification Requirements
Must possess a valid Ohio driver’s license and maintain valid automobile insurance, with a safe driving record including, but not limited to, no major traffic violations.
Any position which requires operating a motor vehicle as an essential duty of responsibility of the position will be subject to a driving record check through the Ohio Bureau of Motor Vehicles.
