Job Summary

Home Detention has three shifts of staff that provide 24 hours a day, 7 days a week, 365 days a year surveillance monitoring for all youth assigned to a GPS bracelet. The Home Detention Officer will ensure that youth are maintaining compliance with program rules and Court expectations.  Home Detention Officers case manage an assigned caseload and work as a team to ensure youth adherence to the program while successfully maintaining them in the community. Home Detention Officers will make community-based referrals when appropriate. The Home Detention Officer approves youth’s schedules when they are required to be outside of the home.  Home Detention Officers are required to work professionally with youth and families and will at times have to de-escalate emotionally charged situations.

Essential Duties and Responsibilities

Provides intense supervision to youth ordered to the program. Performs mandatory face-to-face contacts with youth and monitors youth whereabouts.

Maintains communication with parent/guardian of youth participating in the program on a weekly basis providing support.

Troubleshoots, installs, retrieves, and exchanges electronic monitoring equipment at youth homes and at the office.

Maintains a file on each client with all approved schedules, contact details/daily log, school logs, and any relevant correspondence for the duration of time they are on the program. Required to maintain daily log for each client on their caseload. 

Inputs any contact or relevant information about youth into the appropriate electronic case management system daily.

Checks for compliance of approved schedules and locations of all youth being monitored electronically each day using the electronic monitoring vendor’s website.  Interacts with clients through face-to-face visits weekly, and utilizes a graduated response matrix and incentives for behavioral management when appropriate.

Uses the Court’s electronic case management system to track court hearings, verify court orders, and other information regarding youth charges.

Establishes and maintains relationships with all court personnel and community partners  to collaborate and support Home Detention programming.  Attends professional meetings and committees as required.

Makes referrals for youth to participate in appropriate community agency and court programming.

Completes various reports and documentation related to youth's behavior and Home Detention statistics.

Submits court reports detailing statistics, youth behavior, staff observations, youth’s level of compliance, and all pertinent information for all scheduled court hearings.

Participates in identified trainings to stay in compliance with best practices.

Performs other duties as assigned.

Supervisory Responsibilities

Has no direct supervisory responsibility for staff members.

Equipment Operated

Home Detention security equipment such as computers, cameras, telephones, and electronic monitoring bracelets.

Confidential Data

All court and youth related information regarding hearings, social history, assessment information, etc. that the employee may come in contact with by working for the Court.

Working Conditions

While performing duties of this job, the employee frequently sits, walks, and stands.  The employee will conduct required field work outside of the office. While supervising youth, staff may interact with others, such as family members, schools personnel, and friends of the youth, that may be upset or challenging to work with at times. Staff will be required remain calm and de-escalate highly emotional situations.  Occasionally handles emergency or crisis situations. Frequently subject to interruptions, and multiple calls and inquiries.  Employee must be available to work 2nd shift, 3rd shift, and weekends as required by the schedule and be available via court-issued cell phone 24/7 including holidays and weekends.

Usual Physical Demands

While performing the duties of this job, the employee is required to sit, stand, to speak clearly, and to hear. Must be willing to work in varied weather conditions and for long periods of time in a vehicle.

Knowledge, Qualifications, Skills, and Abilities

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.  The requirements listed below are representative of the knowledge, skill, and/or ability required. 

 

Demonstrated ability to communicate effectively both orally and in writing; skills in interviewing; knowledge of youth justice, youth behavior, and adolescent development; knowledge of human behaviors and family dynamics; maintains confidentiality; is culturally competent; ability to manages stress and stressful situations; strong skills to provide crisis de-escalation and navigation of emotionally charged situations; have a working knowledge of community resources. Must possess basic computer skills and have knowledge of Microsoft Office; being bilingual and an ability to sign are highly beneficial. Must be available 24/7 via mobile device or phone as scheduled.

Education and/or Experience

Bachelor’s Degree in Social Sciences or related area

AND

One (1) year of work experience with youth or relevant field experience is preferred

Licensure or Certification Requirements

Must possess a valid Ohio driver’s license and maintain valid automobile insurance, with a clean driving record and ready access to a safe functioning automobile.
