Essential Duties and Responsibilities

Develops and maintains budgetary, accounting and fiscal controls to ensure appropriate utilization of all Court funds.

Manages all Court funds, project revenues and expenditures, approves purchases and ensures fiscal resources are adequate and appropriately aligned.

Prepares appropriations, additions and adjustments within and between funds, ensures HR issues are integrated with fiscal resources.

Manages Title IV-E revenues and maintenance claims.

Supervises and directs the processing of payments, expenditure and appropriation adjustments and revenue receipts. Maintains related records and files. Oversees Court purchasing and approves orders, tracks all commodities and licenses for renewal.

Coordinates financial report preparation and interfaces with various state departments, federal offices, banks and other County agencies.

Communicates procurement policies and procedures to staff to ensure purchasing compliance established by the state, County, and Cuyahoga County Court of Common Pleas, Juvenile Division.

Prepares and submits annual, quarterly, monthly, and special reports as required by Court Administration.

Supervisory Responsibilities

Has supervisory accountability for other employees, volunteers, or interns. Plans, directs and coordinates activities for a unit. Duties may include scheduling and assigning of work, training in all facets of work, quality control, and decisions impacting the pay, status and tenure of others. Conducts performance evaluations, provides input into and participates in discipline, dismissal, and hiring processes, and is accountable for editing timecards in Kronos for assigned staff.

Equipment Operated

Standard office equipment and office technology such as copy machines, personal computers, telephones and calculator.

Confidential Data

All court-related information regarding hearings, etc. that the employee may come in contact with by working in the facility.

Working Conditions

Works in a general office setting with moderate noise levels. May be subject to interruptions, quick deliverables, and changing work deadlines.

Usual Physical Demands

While performing the duties of this job, the employee is required to sit, to speak clearly, and to hear. The employee must occasionally lift and/or move up to 10 pounds.

Knowledge, Qualifications, Skills, and Abilities

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

 

Knowledge of county and court policies and procedures; knowledge of fiscal management including budgeting, grant preparation, payroll, auditing/financial monitoring, cost analysis/accounting and purchasing functions; excellent working knowledge of spreadsheet applications such as Excel. Familiarity with Access, Word, FAMIS, BuySpeed and OnBase. Ability to supervise and evaluate staff; ability to provide instruction to staff. Ability to keep accurate records and prepare reports; ability to record and deliver information; ability to explain procedures. Ability to maintain confidentiality. Ability to effectively handle varied responsibilities with a minimum of stress. Ability to comprehend a variety of informational documents including but not limited to financial reports, invoice vouchers, payroll forms, contracts and other reports and records. Ability to comprehend a variety of reference books and manuals including but not limited to the Ohio Revised Code, state reporting requirements, purchasing manuals, personnel policy manuals, and administrative procedures. Excellent verbal and written communication skills.

Education and/or Experience

At minimum a Bachelor’s Degree in Business Administration, Accounting, Finance or a related field.

AND

Six (6) years of experience in budgeting, and/or fiscal management, preferably in a public agency. Two (2) years of supervisory experience required.

Licensure or Certification Requirements

None.
