The Detention Center of the Cuyahoga County Court of Common Pleas Juvenile Division is among the largest centers in Ohio. The Assistant Superintendent of Detention Services is responsible for assisting in the direct administration and management of the Detention Services Department in accordance with the mission of the Cuyahoga County Court of Common Pleas Juvenile Division. The Assistant Superintendent of Detention Services assists the Superintendent in leading the Detention Center and works with a management team to ensure the safe, secure, and humane operation of the Detention Center and other detention services.

Assists in managing and overseeing the 24/7 operational activities of the Detention Center, and assists in developing and implementing programs and procedures in order to ensure the safety, security, and welfare of the residents and staff.

Assists in establishing and implementing operational and administrative procedures to ensure statutory and fiscal requirements are met. Assists in overseeing the maintenance of all administrative files, ensuring that all records are maintained in accordance with statutory requirements. Assists in ensuring accurate record-keeping of youth in the facility.

Assists in implementing appropriate training programs, monitoring adherence to training programs, and handling personnel activities, including but not limited to, hiring, promotions, transfers, demotions or separations. Assists in developing and implementing programs designed to ensure an effective and qualified staff including, but not limited to, in-service training, employee performance evaluations and counseling. Assists in developing and implementing training programs that address the legal requirements associated with juvenile detention and operational needs of the Detention Center.

Promotes resident safety and accountability by implementing and enforcing behavior programs.

Assists in developing and recommending the Detention Center budget including personnel and non-personnel costs. Assists in determining staffing assignments, approving time and attendance for payroll. Through direct observation and summary reports, assists in directing, controlling and analyzing expenditures to ensure the cost-efficient operations of the Detention Center.

Assists in directing and supervising all maintenance and repairs of the detention center facilities, equipment and systems. Ensures that all records related to such systems are maintained in accordance with all statutory requirements. Assists in overseeing inspections of the Juvenile Detention Center facilities, equipment and systems, and correcting and/or reporting any findings to the appropriate staff. Assists in making recommendations as to the need for new equipment and/or systems or repairs to the facility in order to maintain the safety and security of the institution.

Assists in investigating, or causing to be investigated, employee grievances and makes recommendations for disciplinary actions and/or administers such actions. Assists in investigating or causing to be investigated, complaints from residents and/or parents, and takes appropriate actions.

Represents the Department by attending various internal and/or external meetings.

Performs other duties as assigned.

Supervisory Responsibilities

Has supervisory accountability for several units, which include a large number of employees, and volunteers or interns. Plans, directs and coordinates activities for several units. Duties may include scheduling and assigning of work, training in all facets of work, quality control, and decisions impacting the pay, status and tenure of others. Conducts performance evaluations, provides input into and participates in discipline, dismissal, and hiring processes, and is accountable for editing timecards in the electronic timekeeping system for assigned staff.

Equipment Operated

Detention security equipment such as computers, cameras, telephones, radios, digital camera, Livescan, and related fingerprinting equipment.

Confidential Data

All court-related information regarding hearings, etc. that the employee may come in contact with by working in the facility. All confidential medical or court records.

Working Conditions

While performing the duties of this job, the employee frequently sits, walks and stands. The employee must have the capacity to work in a closed environment and work with criminal offenders, some of whom may be dangerous. Workers may be assigned to work in areas of the institution where there is a risk of violence or communicable disease. Frequently handles emergency or crisis situations; frequently subject to interruptions, multiple calls, and inquiries. The Detention Center is a 24/7 facility and this position is required to be able to report to work on short notice and on all three shifts.

Usual Physical Demands

While performing duties of this job, the employee frequently sits, walks and stands.

Must pass a physical fitness/agility test and be able to demonstrate the following:

1. Ability to push and pull objects, pick up objects, and bend repeatedly in order to move desks, beds, and other furniture to conduct security checks and search residents.

2. Ability to step up on elevated surfaces to conduct room searches.

3. Ability to reach, bend, and stoop to perform security checks, and other tasks.

4. Ability to walk extended periods throughout the facility.

5. Ability to stand for extended periods.

6. Ability to physically restrain residents under adverse conditions, including ability to enforce rules, regulations, and directives with non-compliant residents that may physically resist.

7. Ability to respond to emergency situations according to Detention Center policies, procedures and protocols.

8. Ability to utilize restraint equipment appropriately.

9. Ability to effectively communicate verbal commands and directives through the intercom/radio transmission monitoring system.

10. Ability to lift and carry containers of items weighing up to 45 lbs.

11. Must be available on-site and on-call to meet departmental needs.

12. Must demonstrate competency in implementing defensive tactics and satisfactorily complete all of the requirements in training of defensive tactics; including passing the recertification.

New employees are required to pass Defensive Tactics Training by the end of the introductory period.

Ability to think and act strategically, effectively execute plans and projects, effectively handle multiple priorities, motivate and direct others, drive results, work collaboratively, analyze complex data, and problem-solve. Must have knowledge of principles, methods, and applicable laws and regulations of detention center administration, knowledge of detention center operations and procedures, knowledge of Juvenile Court structure and functions, and up to date knowledge of juvenile justice trends and developments, and knowledge of progressive discipline practices and proceedings.

Education and/or Experience

Master’s Degree preferred, Bachelor’s Degree required preferably in Behavioral/Social Sciences, Public Administration or Corrections

AND

Eight (8) years of experience in a public or private residential/detention facility with at least five years experience in a leadership position. Additionally, qualified candidate must have two years experience in direct work with juveniles.

Licensure or Certification Requirements

Must possess a valid Ohio driver’s license and maintain valid automobile insurance, with no major violations on the driving record. Must be able to obtain and maintain a bond with sufficient surety pursuant to R.C. 2152.42.
