Essential Duties and Responsibilities

Compiles, reviews, and releases public records in a timely manner.
Serves as the primary point of contact for all internal and external requests for public records.
Uses effective judgment to redact confidential and non-public information from public records where protected by federal or state laws.
Provides consultation and guidance to Court employees regarding compliance with federal and state laws and regulations regarding the retention and release of public records.
Develops, implements, and maintains a system to track all incoming public records requests and responses. Reports public record request statistics for Title IV-D reporting.
Drafts journal entries and assists with sealing and expunging applications, warrant recalls, and case transfers. Analyzes case law, Rules of Superintendence, the Ohio Revised Code, and local rules,
Monitors the docket and assists in hearings of Visiting Judges.
Assists the Court’s legal counsel with discovery and records requests in pending litigation, arbitration, and other legal proceedings.
Receives, processes, and tracks case transfers from, and serves as the Court’s liaison with, other courts, divisions, and jurisdictions. Serves as the Court’s liaison with Cuyahoga County Archives and the Ohio Historical Society regarding the Court’s Schedule of Records Retention and Disposition. Represents the Court at career fairs and other community or recruitment events.
Performs other duties and assists with special projects as assigned.
Supervisory Responsibilities
Has no direct supervisory responsibility for staff members.
Equipment Operated
Standard office equipment and office technology such as copy machines, personal computers, and telephones.
Confidential Data
All court-related information regarding hearings, etc. that the employee may come in contact with by working in the facility.
Working Conditions
Must be able to tolerate exposure to evidence and testimony that may be disturbing; allergens, such as perfumes and dust. Works in a general office setting with moderate noise levels. May be subject to interruptions, quick deliverables, and changing work deadlines.
Usual Physical Demands
While performing the duties of this job, the employee is required to sit, to speak clearly, and to hear. The employee must occasionally lift and/or move up to 10 pounds.
Knowledge, Qualifications, Skills, and Abilities
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
Knowledge of relevant federal and state laws, regulations, and standards for management and disclosure of public records, including the Ohio Revised Code and the Rules of Superintendence for the Courts of Ohio. Ability to use independent judgment and to manage confidential information. Strong interpersonal and communication skills and the ability to work effectively with a wide range of individuals in a diverse community. Excellent personal computer skills including entering and retrieving data. Must be able to become proficient in using the Juvenile Court’s iCase Case Management System and historical data storage systems. Ability to prioritize and complete multiple tasks of varying complexity and urgency in a timely and efficient manner. Highly developed organizational skills and attention to detail.
Education and/or Experience
JD Degree
Experience in juvenile law or records management preferred
Licensure or Certification Requirements
License to practice law in the State of Ohio
