Essential Duties and Responsibilities

Assists in the coordination of the contracting process for specific Court services, as assigned by supervisor. Assists in the facilitation of Court RFP’s, contract amendments and contracts from the internal identification of service needs all the way through final County Government contract approval. Includes but is not limited to: writing MOU’s, RFP’s and contract amendments, meeting with vendors, ensuring vendors have current licenses, certifications and insurance, evaluating proposals, writing and negotiating contracts, and entering information into BuySpeed and OnBase.
Oversees the communication flow among Court contracted service providers and Court personnel.
Troubleshoots with various County Departments regarding the procurement of the Court’s services and goods.
Works with various Court Departments regarding annual services/licenses to be purchased. Assists in the development of Court-wide procurement calendars and schedules.
Maintains the active and expired contract database, as well as, the hard copies.
Assists in the review of financial reports/invoices for approval by Administration. Assists in resolution of program or contractual issues by working with Court staff and vendors.
Communicates procurement policies and procedures to staff to ensure purchasing compliance established by the State, County, and Cuyahoga County Court of Common Pleas, Juvenile Court Division.
Identifies and responds to all service needs and information needs of the Court, contract agencies and the community.
Assists in analyzing data to prepare for new projects and determine if services are cost-effective and/or efficient. Prepares reports or analysis documents/spreadsheets to assist in budgetary strategic planning. Maintains and designs databases/spreadsheets for information management. Prepares program management information reports as needed.
Trains vendors on the Court’s case management/referral system and invoicing.
Performs other duties as needed.
Supervisory Responsibilities
Has no direct supervisory responsibility for staff members.
Equipment Operated
Standard office equipment and office technology such as copy machines, personal computers and telephones.
Confidential Data
All court-related information regarding hearings, etc. that the employee may come in contact with by working in the facility.
Working Conditions
Works in a general office setting with moderate noise levels. May be subject to interruptions, quick deliverables, and changing work deadlines.
Usual Physical Demands
While performing the duties of this job, the employee is required to sit, to speak clearly, and to hear. The employee must occasionally lift and/or move up to 10 pounds.
Knowledge, Qualifications, Skills, and Abilities
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
Must be a self-starter with the ability to work independently and meet deadlines. Must make good use of time; ability to maintain confidentiality; establish and maintain positive working relationships with Court officials and the public; effective oral and written communication skills, including skills in interviewing, report writing, and synthesizing information; ability to work with numbers, including basic understanding of arithmetic, statistics and financial records. Must be computer literate – proficient in MS Word, Excel, and ability to acquire knowledge and use of Access and Court’s MIS. Internet research skills and knowledge of contract administration required. Demonstrate knowledge of risk levels, criminogenic needs, the juvenile justice system, case management, assessment tools, behavioral contracts and program models. Proven record of discretion and diplomacy; make use of supervision; must be culturally competent; flexibility in work hours to accommodate Court needs including, but not limited to, out-of-state travel.
Education and/or Experience
Bachelor’s Degree in Social Sciences and/or Public Administration such as a degree from an accredited school of social work, public administration, psychology, sociology, corrections or related fields.
AND
Five (5) years related work experience. Experience in contract management and/or purchasing preferred.
Licensure or Certification Requirements
Must possess a valid Ohio driver’s license and maintain valid automobile insurance, with a clean driving record and ready access to a safe functioning automobile.
