Job Summary

The Director of Training and Quality Improvement provides strategic leadership and oversight of all training, quality assurance, and performance monitoring efforts across the Juvenile Court. Reporting directly to the Deputy Court Administrator of Operations, this position ensures that standards of excellence are met throughout Diversion, Probation, Detention Services, and contracted community and residential treatment providers. The Director is responsible for ensuring that programs and services align with evidence-based practices, legal requirements, and the mission of the Court to promote youth accountability, rehabilitation, and community safety.

Training and Staff Development

  • Provides supervision to Training/Quality Improvement Specialists.
  • Oversees the design and implementation of comprehensive training program for staff across the Early Intervention and Diversion Center, Probation Services, and Detention Services to ensure training objectives are met with fidelity.
  • Ensures training content reflects current research, court standards, and best practices in juvenile justice and youth development.
  • Coordinates specialized training for contract providers to ensure consistency in service delivery and compliance with court expectations.

Quality Assurance and Standards Monitoring

  • Oversees the Court’s Quality Assurance (QA) program to ensure adherence to policies, procedures, and professional standards across all youth-serving operations.
  • Oversees quality assurance monitoring of probation and diversion standards, including benchmarks for youth outcomes, case management, and documentation.
  • Oversees Detention Center conditions of confinement quality assurance monitoring to ensure alignment with Ohio Administrative Code (OAC), accreditation requirements, and trauma-informed care standards.
  • Recommends corrective actions plans, training interventions, or policy updates based on QA findings.

Oversight of Contracted Providers

  • Oversee quality monitoring and performance reviews for all contracted community and residential treatment providers.
  • Establish measurable benchmarks for service quality, youth outcomes, and contract compliance.
  • Partner with providers to resolve deficiencies, support continuous improvement, and promote equitable treatment practices.
  • Oversight of corrective actions plans when benchmarks are not met.

Supervision of the Felony Youth Specialist

  • Supervise the Felony Youth Specialist, ensuring strong collaboration between the Court and the Ohio Department of Youth Services to collaborate on vetting youth for judicial release and ensuring for safe reentry planning.
  • Aid Probation Department to review all Targeted RECLAIM programming to ensure felony-level youth are receiving appropriate services to reduce risk of recidivism.
 

Supervisory Responsibilities

Has supervisory accountability for other employees, volunteers, or interns.  Conducts performance evaluations, provides input into and participates in discipline, dismissal, and hiring processes, and is accountable for editing timecards for assigned staff.

Equipment Operated

Standard office equipment and office technology such as copy machines, personal computers and telephones.

Confidential Data

All court-related information regarding hearings, etc. that the employee may come in contact with by working in the facility and review of confidential records, and individual employee performance.

Working Conditions

Works in a general office setting with moderate noise levels.  This position is also subject frequent interruptions and quick turnarounds. Requires travel for program site visits and training.

Usual Physical Demands

While performing the duties of this job, the employee is required to sit, to speak clearly, and to hear. The employee must occasionally lift and/or move up to 10 pounds.

Knowledge, Qualifications, Skills, and Abilities

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.  The requirements listed below are representative of the knowledge, skill, and/or ability required. 

 

Must have extensive experience in the provision of treatment services with a consummate knowledge base of treatment modalities/approaches and evidence-based practices most effective for the juvenile justice system. Strong interpersonal skills are a must to maintain positive working relationships professionally and with the public. The desired candidate must possess strong leadership skills. Must have effective oral and written communication skills, including skills in interviewing, report writing, and synthesizing information.  Must have the ability to work with numbers, including basic understanding of arithmetic, statistics and financial records. Must be computer literate with proficiency in MS Word, Excel; the ability to acquire knowledge and use of data management systems; and Internet research skills; Must demonstrate knowledge of risk levels, criminogenic needs, the juvenile justice system, conditions of confinement standards, case management, assessment tools, behavioral contracts and program models. 
 

Education and/or Experience

Master’s degree in Public Administration, Business, Criminal Justice, Social Work, Psychology, or a related field

AND

Minimum of 6 (six) years of progressive experience in public sector administration, court operations, or youth and family services. Of the 6 (six) years of experience, 2 (two) years must be in a supervisory role.

 

Licensure or Certification Requirements

Must possess a valid driver's license and continuously maintain automobile insurance in compliance with state law, with a driving record acceptable to the Court's current policies. Must have ready access to a safe functioning automobile with valid registration and insurance.

Any position which requires operating a motor vehicle as an essential duty of responsibility of the position will be subject to a driving record check through the Ohio Bureau of Motor Vehicles. Applicants are required to provide their driver license number upon request. Applicants who possess a driver’s license from a state other an Ohio, or those applicants who have possessed an out-of-state driver’s license at any time during the five years prior to review, must provide a certified copy of his or her out-of-state driving history for at least the five years prior to the review of the applicant’s driving qualifications.
